BANGALORE: The Aam Aadmi Party stoutly defended its proposed March-15 fundraiser dinner with Arvind Kejriwal, calling it the most "transparent" way of mobilizing election fundsat Ritz Carlton, a seven-star hotel here.

About 400 high net-worth individuals are expected to be at the ticketed event, each giving a minimum donation of Rs 20,000. It's the first time a political party is hosting a US-style fundraiser in India, with its share of critics.

"Around 75% of election funding now is not transparent; corruption starts there. What're doing is new. I hope others will follow us to raise money in a transparent manner,'' said V Balakrishnan, former member of the Infosys board and AAP candidate from Bangalore Central.

Balakrishnan, who has taken the lead in organizing the event, said: "Interaction with Arvind and raising funds are important; the dinner is incidental.'' AAP national executive member Prithvi Reddy said: "Be it votes, volunteers or money, we're dependent on people."

BJP spokesperson Meenakshi Lekhi on Tuesday questioned the Election Commission's objection to her party's events, NaMo tea party and Chai Pe Charcha. She said these are don't violate the code of conduct. "If EC thinks it's illegal, then AAP's fund-raiser dinner should also be banned," she said.

Arvind Kejriwal is expected to campaign for five to six days in the state, traversing between 600km and 800km. On March 15, he'll hold roadshows — Arvind at your doorstep — here. On March 16, he'll be at Chikkaballapur, Doddaballapur and Gauribidanur. The same afternoon, he'll address a public rally at Freedom Park in the city.

Will quit if Jan Lokpal bill not passed, Kejriwal says

NEW DELHI: Delhi chief minister Arvind Kejriwal further escalated his confrontation with the Centre over the Jan Lokpal bill on Sunday by saying he would resign if it was not passed. With Congress clearly saying it cannot support an "unconstitutional" bill, the AAP government is now on the brink of collapsing.


"For me the Jan Lokpal and Swaraj bill are very important. If they fail to pass, there is no reason for me to remain in power. I will resign," Kejriwal said in an interview at the Delhi Literature Festival 2014. He said people would teach the Congress and BJP a lesson if the anti-corruption bills were not passed. "We will win more than 50 assembly seats in a re-election," he claimed.

The Jan Lokpal bill and Swaraj bill are inspired by the activist-turned politician's book 'Swaraj' which questions the existing democratic framework in the country and suggests ways to achieve true 'self-rule'.

While the Jan Lokpal bill provides for covering all public servants - from chief minister to Group D employees - and seeks life term as maximum punishment for those found guilty of corruption, the Swaraj bill seeks to decentralise power.

Delhi Pradesh Congress Committee chief Arvinder Singh, who is one of the eight Congress MLAs giving outside support to AAP, told TOI, "We have always maintained that we will support Jan Lokpal bill if it is as per the law but in this case rules have been flouted to table the bill in the assembly and that cannot be allowed." Singh added, "Chief minister Arvind Kejirwal is not above the Constitution. If he says that he is an 'aam aadmi' then he should behave like one and not try to be bigger than the Constitution."

Delhi BJP chief Vijay Goel said, "How can we state our views on a bill we are yet to see? Only when MLAs get to see the bill will we be able to firm up our stand. The government is not even giving time to MLAs to go through the bill and wants it to be passed in a huff."

In his interview, Kejriwal said the Jan Lokpal and Swaraj bill would be tabled in the Delhi assembly on Thursday. "Swaraj Bill shall be passed on Saturday and we are trying to convene a special session at Indira Gandhi stadium on Sunday to pass the Jan Lokpal bill," he added.

In a House of 70, AAP's strength has been reduced to 27, including the Speaker, after it expelled MLA Vinod Kumar Binny. The Congress has eight legislators while the BJP has 32.

Kejriwal said BJP has passed a similar (Jan Lokpal) bill in Uttarakhand. "If they do not support us, they will stand exposed too," he added.

Asked about the alleged unconstitutionality of the two bills, Kejriwal said it was the home ministry's order to seek its permission before passing the bills that was unconstitutional. He said a resolution had already been passed by the Delhi assembly against the MHA order on February 3. "When I became the CM, I swore by the Constitution, not by the home ministry order," he said. The AAP leader said legal luminaries like Soli Sorabjee have supported his view too.

Kejriwal said the Lokpal Bill passed by the Centre was ineffective. "Even a mouse cannot be caught and punished by that law," he said.

He refuted claims that his move (to resign) was premeditated and aimed at the upcoming Lok sabha polls. "Has Gujarat chief minister Narendra Modi, who is the prime ministerial candidate of BJP, resigned?" he asked. Kejriwal did not comment on whether he would be the prime ministerial candidate of AAP in Lok Sabha elections or if he would contest them at all. He denied supporting any political party too. "We will field candidates against all corrupt politicians, criminal ones, dynasts and communalists," Kejriwal said.

While party sources have been hinting at a possible resignation of the CM if the bill did not get support in assembly, a final decision in the matter was taken on Sunday. The party's parliamentary affairs committee (PAC) met on Sunday and decided to back Kejriwal in whatever decision he took. PAC members say that they will go to any length to get the bill passed, if not now then in their next term, presuming AAP comes back to power in Delhi again but with a majority.

Sources said that if the bill, the government's most important agenda, did not win support in the assembly, it would be "morally incorrect" for it to continue in power. "AAP will go to any length to get the bill passed. At one end is the Gujarat government which stalled the Lokayukta for nine years and here is the Delhi CM who is willing to let the government fall to ensure that the Lokpal Bill is passed," said Sanjay Singh, member of the PAC.

CWG scam: Kejriwal moves files, FIR likely against Sheila Dikshit

NEW DELHI: Delhi chief minister Arvind Kejriwal on Thursday moved the files relating to the preparations for the 2010 Commonwealth Games (CWG) to the Anti-Corruption Bureau (ACB), which means that an FIR will be filed against Sheila Dikshit, a government source said.

"The chief minister has already moved the files to the ACB which means that an FIR will now be filed against Sheila Dikshit," the sources said.

The government has particularly asked ACB to probe the alleged irregularities in street light projects in which the Prime Minister-appointed Shunglu Committee had questioned certain decisions made by Dikshit.

"We will ensure thorough investigation of all cases of corruption in CWG projects," law minister Somnath Bharti said when asked about the government decision.

He said ACB has been told to examine all cases of irregularities but maintained that the probe will not target "any particular individual".

"The probe is not being carried out to target any individual. We will ensure a free and fair probe," he said.

The Shunglu Committee had found procedural violations by then Delhi lieutenant governor Tejinder Khanna and Dikshit for alleged inadequacies in executing certain projects related to 2010 Commonwealth Games.

Dikshit had trashed the findings of the report and had sent a point-by-point rebuttal to the Centre.

After assuming charges, chief minister Arvind Kejriwal had announced that his government will investigate all corruption cases, particularly the CWG scam.

In the 70-member Delhi assembly, eight Congress MLAs are giving outside support to the Aam Aadmi Party (AAP) government which currently has 27 MLAs after expulsion of rebel legislator Vinod Kumar Binny. The government has also been given outside support by a Janata Dal(United) MLA and an Independent.

Senior Congress leader Janardan Dwivedi wants end to reservation on caste linesNEW DELHI: At a time when quota is the buzz word in politics, senior Congress leader Janardan Dwivedi has called for an end to reservation on caste lines and urged Rahul Gandhi to introduce quota for financially weaker sections bringing all communities under its ambit.

Dwivedi's pitch to end caste-based reservation, that could raise many eyebrows, comes at a time when the Congress is pursuing minority sub quota, supporting reservation in promotion for SCs/STs and appears favourably disposed towards reservation for Jats.

"This (reservation on caste lines) should have come to an end. Why it did not happen so far was because vested interests got into the process. Does the real needy person even among the Dalits and backward castes get the benefits of reservation? Those in the upper crust of these communities only avail the benefits. There is a difference between social justice and casteism.

"The concept of social justice has now turned into casteism...I believe there is a need to dismantle this ....Since Rahul Gandhiji is seeking views of people directly for the party manifesto, I am now urging him that he should take a bold decision," the party general secretary said.

"Reservation on the basis of economic condition of people should be talked about. He is the future leader of Congress. Only one, who rises above all this and breaks the boundaries of caste and communalism will be the future leader of the country.Only then a society on the basis of equality can be built," Dwivedi said.

The forthright comments on such a sensitive issues by the otherwise reticent party general secretary have come at a time when the party is gearing up for the Lok Sabha polls.

Justifying his pitch for ending caste-based reservations, he said the situation has changed from the past and "now no person has the moral courage to publicly endorse casteism."

Dwivedi said that he came in politics through the youth movement in 1960s, whose main plank was to break the barriers of caste.

Asked whether reservation, which was meant to be temporary when it was brought, should continue like it does now, Dwivedi said it is a "difficult and sensitive question".

The Congress leader, who maintains that his party should not have formed an alliance government in 2009 despite getting 206 seats as it had sought mandate for a Congress government, also appeared in disagreement with the concept of UPA III for 2014 saying, "Now in 2014 elections, let us be clear we will not do any compromise on principles."

He said Congress had sought support of people for party manifesto and party's prime ministerial candidate Manmohan Singh not for UPA II.

He also made it clear his statement made in an interview a few days back on the issue was not out of blue and that he was putting across this view point in party for a long time including even when UPA II was bring formed.

"Everyone should take lessons from history.It's not that I spoke about it for the first time.But there are certain decorums of party organisation.I am saying this in party since 2009.Now a new election is coming up.So it pertinent to look back and learn lessons from history...Now when UPA III is being talked about, people should realise that Congress party has this courage...Nobody should think that we have any compulsion," he said.

His remarks came in the backdrop some UPA allies like NCP and NC making remarks indicating that they intend to keep Congress on tenterhooks in an election year.

To a question as to whether getting 206 seats in 2009 Lok Sabha elections was not a mandate for Congress to move ahead to form a government, he said, "This is not called mandate. Mandate is for a party what it gets" suggesting that Congress should have waited to get a majority on its own to form a government.

Skirting a question about the 2014 Lok Sabha polls gradually turning into a contest of personalities after BJP's projection of Narendra Modi and Congress handing over the election command to Rahul Gandhi, Dwivedi attacked the BJP's prime ministerial candidate.

"There is no match between the personality of that person and the structure and the psyche of the country.This country is liberal," he said without naming Modi.

To questions about Congress' failure to project itself in the contest vis-a-vis aggressive campaigning by Modi-led BJP, the party general secretary said that it is "not proper to draw a parallel between an individual and an organisation".

"Look at it as organisation versus organisation.The ideology of Congress is quite clear vis a vis that of the BJP. There is another organisation behind that party. This (BJP) is running with the "invisible power" of that (RSS). People have seen in what limited and narrow limits, they carry out their work.

"Congress is a 128 year-old party. This is nature's law that sometimes some weakness will be there.Even in future, it is the Congress, which will emerge," he said in response to questions about Congress not being seen aggressively countering the BJP.

"It is very temporary thought to talk about strategy keeping in mind one elections. Congress has history and ideology. It has been in power many times...One or two elections are not everything in history," he said.

Dwivedi said Congress has weakened only when it has lacked in pursuing its ideology and legacy and the country has always witnessed a clash between the narrow and the liberal ideologies.

Asked about Rahul Gandhi's primaries experiment to elect candidates in elections with direct feedback from party workers, he said the idea behind the experiment is find out what kind of candidates local office bearers want as a number of times leaders decide candidates without getting the pulse of what party workers want at the grassroot.

"It's a positive initiative. May be there are also modifications in it at later stages," he said.

Asked about AICC communication department chairman Ajay Maken's remarks that Rahul Gandhi wants to end the high command culture in candidate selection and appointment of office bearers and primaries are a beginning in this regard, Dwivedi said Maken's remarks do not mean that there will be no role for Congress president, vice-president, CWC or state bodies as no party can survive without a structure.

On his remarks that the emergence of AAP is a warning signal to major parties, he said it's not in isolation about one party but about the emergence of all regional parties of which AAP is the latest example.

He said such parties are not getting support of people due to any principle or ideology but because of the anger of people with the style of functioning of major parties.

Thoug AAP benefited by raising corruption issue and is indeed a challenge and warning for major parties, Kejriwal's party has no national outlook, he said.

New Delhi Chief Minister Arvind Kejriwal called off his ten-day street protest on Tuesday evening after an appeal from Lieutenant Governor Najeeb Jung, the central government’s representative in the Indian capital.

Kejriwal, the head of the Aam Aadmi Part (AAP), had been leading an unprecedented and much criticized sit-in near the Indian Parliament since Monday. He was demanding the suspension of three police officials who had run-ins with his ministers. The government agreed to partially meet his demands and dispatched two of the officers on leave.

The face-saving deal, many say, was the perfect escape for Kejriwal, whose eccentric actions had not gone down well with ordinary people in the sprawling Indian capital.

His two-day demonstration had snarled traffic in the city, forced the shutdown of major metro stations and would have disrupted India’s grand Republic Day parade on Sunday, adversely affecting his standing among the Indian middle classes.

The sit-in, which trended on social media with #AAPdrama, included Kejriwal sleeping on the pavement on Monday night. But even then only some 1,000 people gathered at his protest site.

Rahul on Rahul: Indian Voters Get a Prime-Time Look at Congress’ Main Man

A mixed performance from the political scion who will head his party's next election campaign

It was the interview every political junkie in India has been waiting for. After ten years in elected office, political scion and Congress Party vice president Rahul Gandhi sat down for his first formal prime-time grilling, delivered by TimesNow’s editor-in-chief, Arnab Goswami. In the hour and twenty minutes that followed, Gandhi was at turns confident and worryingly vague, expressing some broad political goals like empowering women and opening the political system while coming up short on what, exactly, another term for Congress would look like as India gets ready to vote this spring.

Goswami did not spare his high-profile guest, and rightly so. Congress recently announced Gandhi would lead the party in its campaign ahead of national elections scheduled for May, but stopped short of naming him as a prime ministerial candidate, ending speculation over whether he would go head to head with opposition candidate Narendra Modi in the coming months. The move was interpreted by many as a play on Congress’ part to shield Gandhi, 43, from a potential trouncing by the opposition Bharatiya Janata Party (BJP) in May’s polls — or even worse, given the fates of his grandmother and father, both of whom were assassinated.

But the announcement still left India’s ruling party with a frontman who has not exactly been front and center. Though Gandhi’s public appearances have increased since Congress’ drubbing in key state polls last month, Indian voters have not had much of a chance to hear Gandhi riff on his ideas for the country or on the controversies facing the sitting government.

Last night, they did. In course of the long interview, certain things were clear. Gandhi’s sincerity on his pet issues like getting India’s youth involved in politics, for instance, came through. So did his conflicted attitude toward his own role in India’s dynastic political system and the expectations swirling around him, most obvious when he started referring to himself in the third person. When asked if he was avoiding a direct face-off with Modi, Gandhi gave this reply: “To understand that question you have to understand who Rahul Gandhi is and what Rahul Gandhi’s circumstances have been and if you delve into that you will get an answer to the question of what Rahul Gandhi is scared of what he is not scared of.” (The answer: “absolutely nothing,” he said.)

What also seems clear now is that anybody still waiting for a Modi-Gandhi showdown is likely to be disappointed. Gandhi skirted the question of whether he would debate Modi, and refused to take Goswami’s bait to directly attack the polarizing and popular candidate. “The BJP has a PM candidate, the BJP believes in concentration of power in the hands of one person,” he said. “I fundamentally disagree with that.” When asked about Modi’s involvement in Gujarat’s 2002 communal riots — which Prime Minister Manmohan Singh recently characterized as presiding over the “massacre of innocent citizens of the streets”—  Gandhi said that Modi’s government was complicit in “abetting and pushing the riots further,” but offered no specifics. He also dodged giving an apology on behalf of Congress for lives lost during the 1984 anti-Sikh riots.

Goswami’s audience no doubt appreciated that he did not let Gandhi off the hook on these important issues and others, including the allegations of corruption that continue to dog the current government. But drilling down into a few specific topics so deeply did sort of suck the air out conversation, and left little room for voters to hear about what a third Congress led government would look like next year. A few moments contained more focused information, such as Gandhi saying he wanted to increasing manufacturing jobs and was open to further debate on whether political parties should be subject to India’s Right to Information (RTI) law. But as much as it was a window for Goswami to grill, it was a moment for Gandhi to use his generous airtime to directly communicate with voters. Showing up under the glare of the camera lights signals Gandhi may finally be embracing his new role at this crucial moment for his party. But to lead it to victory, he’s going to need more than 80 minutes.

AAP prepares ground for Haryana battle

Haryana is the only other state after Delhi where the Aam Aadmi Party has claimed with confidence that it will contest all Lok Sabha seats. After Delhi, Haryana is shaping up as the fledging party's new battleground. Its proximity to the national capital from where hundreds have come to Delhi to be part of the Jan Lokpal agitation and a political vacuum where the leader of the opposition is in jail on corruption charges has provided AAP with a fertile ground for its next challenge.

Senior party member Yogendra Yadav is on a tour of the state, addressing small jan sabhas along the streets and meeting with volunteers. A routine day for him starts at 6 am and through the course of the day, anything between 12-18 meetings is common. Haryana holds a special place for Yadav and if possible, he is keen to contest the upcoming elections. On Saturday, his first stop is at a government school in Kondli. Huge banners claiming 'Dilli hui humari, ab Haryana ki bari' and a shower of flower petals greet Yadav as he steps out of his car. Around 100 excited volunteers cheer excitedly as Yadav takes the stage.

In Haryana, as was in Delhi, it is the white Nehru cap that sets the AAP supporters apart. It doesn't matter that it is winter and several people are wearing monkey caps and mufflers in the early morning chill. It doesn't also matter that the cap might not fit others. That is a symbol of the party is reason enough to flaunt it. "Hum Dilli bhi gaye thhe. Wahan ka election dekha aur party ke liye kaam kiya. Is baar jhadu Haryana mein bhi chalegi," said Raghubir Singh, a resident of Kondli.

Yadav quotes the party's success in Delhi endlessly to his audience, many of whom have been personally associated with the party's campaign in the capital. The man is one of the most soft spoken leaders in the party but has the audience eating out of his hands. "We have managed to change the character of politics in Delhi. It is Haryana's turn this time because the state is steeped in corruption. Everything can be bought and sold here. Even the opposition is missing in action because the leader of the opposition is sitting in jail," says Yadav.

At Gharonda, where Yadav stops to address a meeting below a flyover, a group of people is happy looking on from a distance. "The party stands a much better chance in the state assembly elections," said Veer Bahadur. Haryana's assembly elections are later this year but AAP is preparing itself in the case that they are held along with the Lok Sabha elections and has declared that it will contest all 90 seats. "The party is to new. Modi is the man of the hour. There is a lot of interest in the party and Kejriwal ji but Haryana is deeply divided on caste. AAP cannot break into that right now. Yadav ji should instead focus on becoming the chief minister here," says Bahadur's friend Ram Jatan.

Finishing off with the small jan sabhas, Yadav moved to Karnal and Panipat where he is to address volunteer recruitment drives. An audience of almost 2,000 people waits eagerly for Yadav who is running late by over an hour because people stop his cavalcade "for two minutes only to meet some supporters". Volunteers who are sitting outside the venue say that thousands of people have joined the party in the past month, the having risen exponentially since the party's nation wide recruitment drive started on January 10. "More than half the people in my colony have joined the party. We have great expectations from the party and Yadav ji is a man we hold in great esteem," said Phulmati Devi, a government school teacher.

The state still has some weak areas lik Rohtak, Panchkula and Jhajjar. The party does not have units in these areas till now. The party has been touring the state since December 15 and says its decision to contest all nine Lok Sabha seats stems entirely from the massive reception the party has received in the state.

NRIs doing a realty check before investing

(NRIs) and people of (PIO) investing in premium real estate projects have become cautious and are doing a thorough check before investing, say senior executives in real estate firms.



‘‘The mood is to verify and ensure it is a good property, land and approvals are in place, the location is good, and the project conforms to the master plan,’’ said , president, , after a road show in Abu Dhabi last week.
‘‘Gone are the days of euphoric buying. Today, people are doing calculated buying. They are doing thorough due diligence, checking out the location,’’ said Banerji, who met over 150 prospective investors in Dubai and Abu Dhabi over the weekend.

M3M, which is selling 3-bedroom and 4-bedroom apartments and penthouses at its , Gurgaon, for Rs 3.6-10 crore each, plans to sell a quarter of these homes to NRIs and PIOs.

Niranjan Hiranandani, chairman, Hiranandani Group, says there’s a resurgence of NRI investment in India as opportunities have dried up in West Asia. ‘‘NRIs are more interested today; enquiries and conversions from them have gone up,’’ he said.

But there’s a difference. ‘‘Earlier, the NRI investor was euphoric – they would cut a cheque, thinking how much one would earn in three months. That exuberance is gone. Today, the NRI investor is taking a medium to long-term call on the property,’’ said Ashish Jerath, vice-president (sales), .
Today, the NRI investor has a two-three year investment horizon, not less. Hence, he’s more concerned about the record of the builder, the location, and the project, realising only a good property would survive a shock, say experts.
‘‘They realise property prices can quickly go up or down, so it is important to own a good property and not invest in just any. Investors have become cautious. They want to invest in a project which will always have a demand (for resale),’’ said Jerath.

Abhishek Kiran Gupta, head of research at real estate consultancy Jones Lang Lesalle, feels investors have become cautious because real estate valuations abroad are attractive and real estate prices in India have moved up sharply in a short span of time. They’ve gone up by 15 per cent (NCR) to 40-50 per cent (Mumbai’s suburbs) in many markets.

‘‘Prices have shot up not just in Mumbai or Delhi, but in Bangalore as well. The prices have moved up so quickly -- people still remember prices a year back – they are a little uncomfortable,’’ said Gupta

Hiranandani feels investors don’t have an issue if the builder and projects are good. Emaar MGF, Hiranandanis and Lodha Group are builders which have a significant presence abroad.

The country's real estate market may not be in the pink of health, yet the current sluggish phase has not cast an ominous shadow over the prospects of luxury housing, a segment which continues to witness unabated demand, riding on rising number of high net worth individuals with enhanced lifestyle aspirations, coupled with the promise of high return on investment 
From designer homes to intelligent living spaces to sports and entertainment-centric living to homes with world-class concierge and allied services, developers today are raising the bar to come up with product and service offerings, to redefine the luxury real estate market in India. Mumbai, Pune, Bengaluru, Kolkata, Delhi-NCR and to a certain extent Chennai are the most responsive markets for luxury housing in the country. The changing demographics and the rising aspirations have given luxury living a new identity altogether.

Rise in the number of high net worth individuals, rapid pace of urbanisation, influx of global lifestyle trends and an increase in the number of non-resident Indians have contributed significantly towards increasing demand for luxury housing in India.

In cities like Mumbai, Delhi-NCR and Bengaluru, luxury and ultra-luxury residential projects have witnessed ten-fold appreciation over their launch prices in the last decade, implying more than 100 per cent annual returns on investment, claims Santhosh Kumar, CEO, Jones Lang LaSalle India. Most of these projects saw encouraging pre-sale activity and were sold out swiftly, he adds.

In fact, demand for luxury homes in cities like Gurgaon has always outpaced supply, which has encouraged developers to increasingly shift their focus on this segment.“In the last few years Gurgaon has become synonymous with luxury housing owing to the launch of a plethora of high-end projects. Sales have gone up with end-users and foreign nationals not averse to paying a steeper price for world-class features that most of these projects boast. Demand has spiked along with appreciation in their value,” says Ashish Jerath, VP-Sales, Emaar MGF.

Noida, recently, has also seen an increase in demand for luxurious projects. Prateek Group, for instance, tasted success for their maiden luxurious project ‘Prateek Stylome’ in Sector-45. The project had all the ingredients of a luxurious project and it changed the perception of Noida as a destination for affordable housing only. The group’s second offering in this space is ‘Prateek Edifice’.

“Luxury villas and farm house culture have become the latest trends in the Indian real estate market and Delhi-NCR is no exception to this. Luxury housing and premium villa projects coming all over the region have become a massive game changer in this part of the realty market,” says Anil Kumar Sharma, CMD, Amrapali Group and President, CREDAI-NCR. Amrapali has a host of luxury projects including Amrapali Sapphire in Noida and Amrapali Leisure Valley and Amrapali Dream Valley in Greater Noida West.

Although definition of luxury can vary from city to city and locality to locality, over 1.5 crore price tag is usually referred to as the start of luxury segment. Developers, on their part, are trying to outdo each other in breaking fresh ground in luxury. From a typical golf-based to spa-based, wellness or destination-based project, they are now experimenting with various global themes. For instance, Emaar MGF’s Marbella in Gurgaon is an impeccably planned ultra-lavish Spanish style villa community with 4 & 5-bedroom villas. Spread over 110 acres, the villas measure 267, 350 and 500 sq yds. Emaar The Palm Springs, located on Golf Course Road, Gurgaon, is another gated community spread over 19 acres and comprises approximately 230 high-end apartments and 80 luxury villas.
Why luxury works ?

Ultra-luxury projects have a tendency to garner extremely good pre-sale volumes, hence their developers are generally able to secure significant fund flows to capitalize the completion of their projects. “Luxury and ultra-luxury projects yield much higher returns to developers than projects geared towards the affordable and mid-income segments,” says Arjun Shivshankar of Suvilas Properties.

However, Kamal Sagar of Bengaluru-based Total Environment has a different opinion. “High quality homes require an exponentially higher degree of effort and cost. And, at the current level of maturity in the real estate market, developers end up with much lower returns to developers, since several customers continue to look at ‘cost per square foot’ instead of value-for-money.”

While it is also true that input costs for luxury homes are much higher, developers stand to benefit from the increased visibility of their brands among highly affluent, top-end clients. This means that the company can uniquely position itself on the basis of good quality luxury projects. This increased visibility and superior construction is automatically attributed to all other projects by the company. In other words, even mid-income housing projects launched by the developer get benefitted, and will invariably see higher sales compared to projects by developers who have not ventured into luxury housing.

 “Almost 75 per cent of the established builders across India have taken up luxury segment very seriously and the competition is quite intense. It does involve huge amount of risk as well.  So, if developers are not sure of the projected returns, they would not invest in this segment,” says Sanjay Raj, ED& CEO, Golden Gate Properties.

Buyers for luxury projects have very high expectations and want their homes to both offer and reflect a high lifestyle quotient. There is very little tolerance for flaws in design, construction and amenities. Thus, a botched luxury project can have significant repercussions on the developer’s credibility and future success.
Investment wise

Experts reason that luxury is a recession-proof segment. According to Manju Yagnik, Vice Chairperson, Nahar Group, as most of the buyers in this category are the C-Suite of the corporate world, successful entrepreneurs and business tycoons, their financial appetite is not limited to or governed by the economic considerations that give the middle-class sleepless nights. A significant percentage of buyers for such projects are able to self-finance their savings from their earnings.

Recession might take a toll on the response generated and time taken in selling project at the targeted price points. However, the kind of hit that luxury projects take in times of economic uncertainty is significantly lower when compared to residential projects aimed at other categories.

A case in point is DLF which says that despite the current economic slowdown they have received fairly good response from a sales point of view.  “We have been receiving fairly good response when it comes to our overall  luxury project sales,” says Ananta Raghuvanshi, Executive Director-Sales & Marketing, DLF Universal Ltd. DLF has several offerings under luxury segment. To name a few, the company has  Kings Court in New Delhi, Samavana in Kasauli, Samatara in Shimla, Bella Greens, New Town in Bengaluru and Riverside in Kochi.

“From an investment perspective, luxury housing is far better than other segments as it will always yield better returns. The demand is at niche level where one decides on quality and amenities and not on cost,” states Sushant Muttreja, MD, Cosmic Group.

“Luxury projects have witnessed over tenfold increase in prices in the last decade, pointing at huge return on investment on these projects,” adds Ravi Saund, COO, CHD Developers. Rajesh Vardhan, MD, Vardhman Group also affirms that luxury housing produces superior returns for the developers. Vardhman Group has luxury projects – Vardhman Flora and Vardhman Height at Byculla, Mumbai.

However, Deepak Kapoor, Director, Gulshan Homz says, “The luxury segment is all about lifestyle and status and so this segment is not good for short term investment. However, for medium and long term, luxury segment provides great returns.”  Under this segment, Gulshan Homz has its projects -- Vivante Select and Gulshan Ikebana, both situated on Noida Expressway.

Elaborates Girish Shah, Executive Vice President (Marketing & Sales), Godrej Properties, “The most important and prime variable in luxury homes - be it a first home or a second home - is its location. Almost all luxury properties claim to insulate you from the hustle and bustle of city life. But the ideal location could be within the heart of the city, not on its periphery, which will eventually result in good investment.”

Several projects in this segment, in time, become much sought-after ‘brands’ in their own right. This pushes up their re-sale and rental value. Over the long term, luxury projects provide excellent investment opportunity and offer quick exit options, feels Neville Vaswani, MD, Vaswani Group.

However, Bijay Agarwal, MD, Salarpuria Sattva Group has a different take, “While the segment may be recession-proof, however homes in this segment are not moving ahead as second homes.  So, even if people invest in luxury homes, the return would be less.”
Intelligent Homes

While location continues to be a key factor, branded residences are an emerging concept that offers not just a premium address with large spaces but evolved amenities with artificial intelligence, branded fittings such as Roca, Kohler, Grohe etc. and in many cases superior project management.

For instance, Delhi-based CHD Developers plan to launch luxurious studio apartments in their commercial tower CHD Sky One at Sector 109, Dwarka Expressway. With an ‘intelligent’ design, the tower will be energy efficient with optimal utilisation of space. The Group also launched a luxury tower Tee 9 within 106 Golf Avenue on Dwarka Expressway. It has a world-class golf community of exquisite 6-hole chip and putt. Above all, it includes exclusive Golf Concierge.

Developers are also increasingly focussing on creating intelligent living spaces through latest gadgets and technology. Digital locks, electronic surveillance systems, temperature control, wireless communication for Internet and in-house entertainment are common in most luxury homes.

Developers are using systems with sensors to enable residents to control ambience, light and temperature, among other things, through pre-programmed machines. These homes are intelligent enough to sense human presence and accordingly adjust light and temperature. Mantri Developers recently collaborated with networking provider Cisco to deploy information and communications technologies in its projects – Mantri Espana and Mantri DSK Pinnacle.
Sunteck Realty, a Mumbai-focused developer, has tied up with luxury mobile phone manufacturer Vertu to provide concierge services in a residential project aimed at top corporate executives. Each apartment will have a handset through which the residents will be able to call a dedicated concierge desk.

Raheja Developers’ Revanta in Gurgaon has restaurants, cafes, spas, lounges, common swimming pools, valet parking, automated car-wash and helipads.

“Luxury today has evolved and has moved several notches up and includes various lifestyle aspects such as theme-based developments – entertainment -centric living, golf/sports living in which projects are developed with a certain theme in mind. Leading lifestyle brands such as Versace & Armani are now being roped in to take care of flooring, wall designs, fittings as well as sanitary ware,” says Harinder Dhillon, Sr. VP, Raheja Developers. The Group is also coming up with another iconic project - Raheja Oma on NH-8, Dharuhera.

Spacious luxury apartments and villas invariably come with top-quality interiors, bathroom fittings and kitchen decors, often imported from abroad. For instance, One Avighna Park at Lower Parel in Mumbai promises to be amongst the most-sought-after residential addresses globally. Its material selection is based on quality, durability and service. For instance, imported switchgears from France, windows from Germany, water-proofing products from Malaysia, fire-fighting systems and pipes from UK, etc. The project is already 51 storeys up with delivery scheduled in 2014.
Pricing trends

By virtue, luxury and ultra-luxury comes with a price tag. Pricing largely depends on the location of the project. In addition, amenities, type of construction and interiors also determine the pricing of the project. Opulent interiors with superior quality fittings in living spaces is a mark of luxury housing. External lifestyle amenities also add to the overall living experience of the residents. Today, many developers are associating with international architects and landscape designers to provide the best in class product to their customers. All these factors add to the premium charged by the developer.

According to Ashok Gupta, MD, Ajnara India, “The pricing is 25-50 per cent more than the mid-segment rates prevailing in the same area, depending upon the kind of amenities and the quality being provided.” The group is coming up with Grand Ajnara Heritage, a luxurious project located in Sector-74, Noida.

Prices differ city-wise as well. In Bengaluru, anything above 6000 per sq ft could be considered luxury. But it may not be the same in Mumbai where prices above 15,000 per sq ft come under this bracket. On an average, the pricing of a luxury home would be over 1.5 crore, while a super luxury apartment would be from 5 crore onwards. Whereas in tier-II cities houses above 3 crore come under the ultra-luxury segment while in a tier -III city anything upwards of 1 crore will be considered super luxury.

According to Ravi Gurav, Vice President – Marketing, Dheeraj Realty, “in luxury housing there is no particular pricing trend. It all depends on certain factors - location, brand value and amenities and facilities provided.”
Future Outlook

Innovations and evolving lifestyle aspirations will drive the luxury housing market in India. Technological advancement coupled with design innovations are evolving fast and continuously raising the bar of luxury offerings.  What is important to note is that these luxury offerings need to be in sync with local culture, demography and residential density components to provide an optimum impact and the real luxury experience. “As we see it, this segment promises great growth potential in the near future,” says Devang Varma, Director, Omkar Realtors & Developers.

However, Anshuman Magazine, CMD, CBRE South Asia, sounds a note of caution, “The short-term outlook is difficult for the segment, considering subdued demand levels and supply-demand mismatch. At present, developers are focused on clearing off existing inventory before launching any fresh projects. A silver lining, however, has been the increasing trend of non-resident Indians (NRIs) purchasing housing property to leverage the depreciating value of the rupee.”

In Gurgaon, demand for luxury segment is expected to soar further in the coming four years. The entry of newer players in NCR, mainly connected with the IT, services and industrial sectors, has contributed to the hike in housing demand, which is expected to go up further with the influx. “Gurgaon will continue to see significant rise in luxury housing as the infrastructure is improving significantly and the city has witnessed a rapid pace of urbanisation over the last one and a half decade,” claims David Walker, ED of SARE Homes.

While Mumbai real estate market may see prices dip temporarily in certain micro markets, yet over the long term, real estate prices here will certainly see an upswing. There is definite lack of delivery but not supply. States Nishant Agarwal, MD, One Avighna Park, As a wise man once said, don’t wait to buy real estate, buy real estate and wait.”
